8. The Proposal suggests amendments to the Building Act. The Building Act would be amended to include the definition of a zero-emission building from the recast Energy Performance of Buildings Directive, and the provisions of the Building Act concerning the essential technical requirements for energy efficiency and nearly zero-energy buildings would be amended to comply with the Directive. In addition, the proposal proposes that a penalty be laid down in the Building Act for breaches of the EU Construction Products Regulation. The proposal also suggests amending the minimum share of energy from renewable sources in buildings in order to implement the RED III Directive.
The proposal also proposes to add to the Building Act some provisions clarifying the responsibilities and procedure for construction that are currently included in the Land Use and Building Decree (895/1999), in respect of which there has been a need to raise it to the level of an Act in connection with the preparation of the new Building Decree.

9. The Government proposal would contribute to the national implementation of the requirements of the following EU legislation:
- Regulation (EU) 2024/3110 of the European Parliament and of the Council of 27 November 2024 laying down harmonised rules for the marketing of construction products and repealing Regulation (EU) No 305/2011;
- Directive (EU) 2024/1275 of the European Parliament and of the Council of 24 April 2024 on the energy performance of buildings (recast), hereinafter referred to as the Energy Performance of Buildings Directive;
- Directive (EU) 2023/2413 of the European Parliament and of the Council of 18 October 2023 amending Directive (EU) 2018/2001, Regulation (EU) 2018/1999 and Directive 98/70/EC as regards the promotion of energy from renewable sources, and repealing Council Directive (EU) 2015/652, hereinafter referred to as the RED III.
