On the basis of the attached classification documents, the Public Health Agency of Sweden proposes that the substances clobromazolam (phenazolam), muscimol, 7-hydroxymitragynine (7-OH-mitragynine), mitragynin pseudoindoxyl, methiodone, 1S-LSD, 1T-LSD, ADB-5'Br-PINACA (ADMB-5'Br-PINACA), MDMB-BUTINACA (MDMB-BINACA) and MDMB-5'Br-4en-PINACA be classified as narcotic drugs under the Act (1992:860) on the Control of Narcotic Drugs and the Narcotic Drugs Penal Code (1968:64) and included in Ordinance (1992:1554) on the Control of Narcotic Drugs.

It is proposed that clobromazolam and muscimol should belong to the hypnotics and tranquillisers group. It is proposed that 7-hydroxymitragynine (7-OH-mitragynine), mitragynin pseudoindoxyl and methiodone should belong to the analgesics group. It is proposed that 1S-LSD, 1T-LSD, ADB-5'Br-PINACA (ADMB-5'Br-PINACA), MDMB-BINACA (MDMB-BUTINACA) and MDMB-5'Br-4en-PINACA should belong to the hallucinogens group.

For all the substances, there is scientific documentation supporting the narcotic drugs criteria.
The majority of these substances have been seized and identified in Sweden. Several of the substances are being or have been sold through online outlets and physical stores and have been discussed on drug forums on the internet.

Classification will mean, inter alia, that the substance may not be imported or held in possession without special permission from the Swedish Medical Products Agency.
Please note that only the substances listed next to a vertical line in the left margin of the draft Ordinance are additions to the attached Ordinance. The other substances are already included therein.

9. Given the danger posed to human health, the aim of the classification is to restrict the use of the substances listed in the Ordinance.
