The draft technical regulation ‘Normative for the execution of precast concrete, reinforced concrete and pre-compressed concrete elements, indicative NE 013-2026’ concerns the execution of precast concrete, reinforced concrete and pre-compressed concrete products and elements in Romania for buildings and engineering constructions and applies in view of compliance with the specific rules of the regulations and standards in force relating to: the design of concrete, reinforced concrete and pre-compressed concrete elements and structures, concrete component materials and test methods, the production of concrete and test methods of fresh and reinforced concrete, the construction of concrete structures and the assessment of the resistance of concrete in structures. The Rules are structured into 8 chapters, 6 normative annexes and 2 informative annexes. In addition to general provisions on the scope of application, the chapters contain reference documents, terms and definitions, and provisions relating to specifications for the production of prefabricated elements and specifications for prefabricated elements, assessment and verification of constancy of performance. The regulatory annexes contain provisions on requirements for reinforcements, exposure classes, the granulometric composition of aggregates used in concrete preparation, the values for concrete composition limits, the classes for fresh concrete and the strength classes for hardened concrete. The informative annexes include provisions on the assessment of the compressive strength of concrete by applying the maturity method
and the application of non-destructive (indirect) methods.
The review process for technical regulation NE 013-2002 took into account the following:
updating and completing reference documents, terms, definitions, symbols and abbreviations,
- concrete component materials and their fields of use depending on the type of concrete, plain, reinforced or prestressed and exposure classes, respectively;
- performance requirements and criteria, testing and conformity assessment methods that have been treated independently but in a uniform manner for concrete component materials, concrete and finished product, precast element;
- introduction of the modern principles of design and assurance of concrete durability regarding the concept of equivalent performance of concrete and the introduction of environmental resistance classes;
— more detailed presentation of the behaviour and realisation of the precompressed concrete elements, including with regard to voltage losses;
— procedures for the treatment of concrete, including thermal treatment,
— assess the compressive resistance of concrete in prefabricated elements by applying the maturity method,
— modalities for the application of indirect methods for the assessment of the compressive resistance of concrete in prefabricated elements;
- detailing how to prepare technical documentation and carry out inspections.

Rules for concrete production and execution of concrete, reinforced concrete and prestressed concrete works - Part 1: Concrete production, indicative NE 012/1-2022’, "Standard for concrete production and execution of works in concrete, reinforced concrete and prestressed concrete - Part 2: Execution of concrete works, reference NE 012/2-2022", "Informative guide on establishing the composition of concrete according to concrete performance levels, reference RTC 13-2024", as well as requests made by the private sector in this field, MDLPA, as the regulatory authority in the field of construction, considered it necessary to harmonise and update the specific regulatory framework for the field in question by revising the technical regulation "Code of practice for the execution of prefabricated concrete, reinforced concrete and prestressed concrete elements, reference NE 013:2002". The revision also comes in the context of alignment with the current trends concerning the application of sustainable practices in the construction sector and correlation with other technical regulations in construction and the applicable standards, based mainly on standard SR EN 13369-2023 “Common rules for precast concrete products”.
The draft technical regulation supplements the series of regulations relating to the production of concrete and the execution of works of reinforced and precompressed concrete, and lays down mandatory requirements of a regulatory nature. It was considered appropriate to change the original name of the technical regulation from a code of practice to a normative one, in order to have a consistent approach with the series of technical regulations in the field and to establish that this technical regulation is of equivalent importance and binding level to the other regulations specific to its scope.
The technical regulation will have a direct effect on ensuring uniform and improved quality in the manufacture of prefabricated products and the execution of prefabricated elements made of plain concrete, reinforced concrete and prestressed concrete for buildings and civil engineering works, and will facilitate alignment with the performance and safety requirements imposed by the new series of Eurocodes and current European standards for materials, thus contributing to increased sustainability and competitiveness in the private sector.
