8. The draft order is adopted pursuant to Article 27 of Decree No 2026-60 of 4 February 2026 on the experimenting of games with monetisable digital objects.

According to the provisions of Article 24 of the same Decree, companies offering games with monetisable digital objects must provide the National Gambling Authority with a list of data relating to players, gambling events and associated financial transactions so that the Authority can perform its regulatory duties.

In this context, in accordance with Article 27 of this Decree, the draft order defines the format of the data file transmitted by companies offering games with monetisable digital objects, which in this case is CSV format.

9. Experimenting with games with monetisable digital objects is part of the development of so-called ‘Web 3.0’ technologies, including in particular blockchain, which provides powerful development and innovation opportunities for online gaming operators.

As it is difficult to adapt French legislation on gambling and games of chance to this new activity, which draws from both video games and gambling, the legislator has created a separate experimental regime, lasting three years, with the aim of supevising and regulating online gambling activities that allow players to obtain, primarily, monetisable digital objects and, secondarily, other capped rewards that are not in the form of legal tender.

The National Gambling Authority has been entrusted with regulating this activity.
