5. Government amendments to the draft law establishing a subsidy scheme to promote sustainability, energy efficiency and renewable energy in the housing sector

6. These proposed amendments relate to draft law no. 8585 on the subsidy scheme to promote sustainability, energy efficiency and renewable energy in the housing sector (‘Klimabonus Wunnen’).

8. This draft government amendment relates to draft law no. 8585 on the subsidy scheme to promote sustainability, energy efficiency and renewable energy in the housing sector (‘Klimabonus Wunnen’). The aim of this draft law is to extend this financial support beyond 1 January 2026, without altering the substance of the proposed financial subsidy scheme.

9. This draft governmental amendment relates to draft law no. 8585 on the
subsidy scheme to promote sustainability, energy efficiency and renewable energy in the housing sector (‘Klimabonus Wunnen’). The aim of this draft law is to extend this financial support beyond 1 January 2026, without altering the substance of the proposed financial subsidy scheme.
The draft amendments are intended to follow up on the Council of State’s Opinion No. 62.239 of 20 January 2026, without altering the substance of the proposed financial subsidy scheme.
Amendments 1 and 2 take into account the proposal of the Council of State to adapt the title of the
draft law.
Amendments 3, 4, 7 and 8 seek to take account of the Council of State’s formal objections
relating to Article 3(5), (6), (9) and (12) on the articulation between the regulatory power
and matters reserved for the law.
Amendment 7 also aims to take into account the formal objections of the Council of State relating to
Article 13 (1) and (2) by clarifying two situations of legal uncertainty.
Amendments 5, 6 and 8 are intended to correct a few clerical errors that have crept into the text of the draft law.
