6. The TAR MS sets out requirements for the installation, operation and modification of customer facilities connected at the grid connection point to a electricity system operator’s medium-voltage grid (consumption and generation installations, storage facilities and hybrid installations).

8. The notified draft contains amendments to individual sections and new sections of the application rule VDE-AR-N 4110 (from 2022, notified under No. 2022/0879/D). The application rule VDE-AR-N 4110 is being revised to introduce the requirements and evidence for system-supporting properties and the provision of instantaneous reserve by customer facilities on the medium voltage grid.

9. Further developed system-supporting properties of customer facilities are a necessary prerequisite for the system stability of a modified energy system with an ever-increasing share of renewable energies.

9a. The supplemented and partially newly inserted requirements and evidence in the TAR for the system-supporting properties and for the provision of instantaneous reserve by customer facilities on the medium-voltage grid will ensure that customer facilities connected to the electricity grid after the revised TAR comes into force both possess these system-supporting properties and are capable of providing instantaneous reserve. Sufficient grid-building properties of customer facilities in the electricity transmission system are an essential prerequisite for system stability and thus for security of supply.

9b. In order to continue to ensure the stability of the electricity grid, it is necessary, in particular, to have system-supporting characteristics of customer facilities. The gradual transition to an electricity system with by 100 per cent renewable energy requires not only sufficient generation capacity, but also the provision of system stability functions by customer facilities that are newly connected to the electricity grid.

9c. Requirements regarding the system-supporting characteristics of customer facilities newly connected to the electricity grid are necessary because these characteristics are an essential prerequisite for a secure electricity system based entirely on renewable energy. Prescribing these characteristics now is more economically advantageous than retrofitting them later or setting up separate infrastructure for the provision of ancillary services later on. At the same time, the ability of the electricity system (especially to provide instantaneous reserve) is continuously increasing with the expansion of renewable energies.
