This VDE application rule summarises the technical requirements that must be observed during the planning, construction, connection and operation of customer plants on the low-voltage grid of the power grid operator as well as in closed distribution systems in accordance with Sec. 110 of the Energy Industry Act (Energiewirtschaftsgesetz, EnWG). It shall apply to new end-use installations and, in conjunction with VDE-AR-N 4105 - connection and operation of generating installations on the low-voltage grid (TCR EZA LV)) - also to power generating installations.
Amendment A1 includes additions to the antenna line from the meter cabinet and to the digital preparation of meter cabinets, which simplify the rollout of smart metering systems.

9. The amendment to the Metering Point Operation Act (Messstellenbetriebsgesetz, MsbG 2025) tightens the roll-out quotas for the control and metering system rollout. This tightening makes the changes now introduced in the Technical Connection Rules for Low Voltage (TAR NS) necessary, enabling distribution system operators and metering point operators to meet the statutory rollout obligations.

9a. The measure is appropriate for achieving the intended objective: For new installations and significant modifications to existing systems, this reduces the manual effort required at the meter location and accelerates the installation of smart metering systems.

9b. The measure is necessary: Only the amended and more clearly defined requirements in the TAR NS will enable distribution system operators and metering point operators to meet the statutory rollout obligations.

9c. This measure does not impose an excessive burden in relation to the objective pursued: A successful smart‑meter rollout is a central component of the energy transition, which is of overriding public interest. The amended and more clearly defined requirements in the TAR NS facilitate the work of distribution system operators and metering point operators. In doing so, they are helping to ensure that the rollout, and therefore the energy transition, can be a success.
