8. This Order is intended to replace the Order of 9 November 1994. It updates components authorised for rubber materials and articles intended to come into contact with food and rubber dummies for infants and young children and the restrictions and specifications applicable to these components, taking into account developments in scientific knowledge and the relevant regulatory provisions adopted since 1994.

9. Order on rubber materials and articles intended to come into contact with food in force as of 9 November 1994.

An update is required in order to:
- update the lists of authorised components as well as the restrictions and specifications applicable to these components;
- change the methods for verifying the conformity of rubber materials and objects;
- specify the obligations concerning technical documentation and provide a model for the declaration of conformity provided for in Article 6 of Order No 2007-766 of 10 May 2007.
