5. Draft Royal Decree amending the Royal Decree of 7 July 1994 laying down basic fire and explosion prevention standards with which new buildings must comply

6. The draft Royal Decree contains several adaptations to the fire safety regulations of buildings to be built, including extensive adaptation of the regulations for parking lots, furnace rooms and the burning behaviour of facades.

8. The decree is aimed at adapting the requirements in the Royal Decree of 7 July 1994 laying down basic fire and explosion prevention standards with which new buildings must comply. These rules govern the fire safety of new buildings to be built and the extensions of existing buildings.

The draft contains an extensive adaptation of the requirements for the fire safety of parking lots and the burning behaviour of facades.

Fire safety standards for furnace rooms, fuel storage rooms and chimneys were explicitly included in the regulations of the Royal Decree of 7 July 1994.

There are also changes to the regulations for lifts, fire doors, roofs, wooden terraces, distance between facades, suspended ceilings, duplexes and plywoods, inner staircases, the road to an exit, the evacuation road at an evacuation level, the distance between stairwells, technical premises and fire-fighting equipment.

The other articles contain various adaptations and amendments that improve and clarify the existing fire safety requirements of the new buildings to be established.

9. The amendments to the Royal Decree of 7 July 1994 aim, inter alia, to:
— limit fire propagation via the facade
— change the risks of vehicle fires in underground car parks
— allow for engine roomless lifts in accordance with the European Elevators Directive
— apply the European classifications for fire-resistant doors
— provide an opportunity to use classification reports or technical approvals to demonstrate the burning behaviour of the entire roof structure
— ensure an equivalent level of safety for wooden terraces placed on roofs
— limit fire reports from one facade to another
— clarify the rules applicable to vertical screens which divide the reduced ceiling into different volumes
— apply self-closing doors in the event of fire
— loosen the rules for duplexes and plywoods for smaller apartments
— allow medium-sized buildings to enclose as fire proof an elevator and an inner staircase as a single whole
— clarify that a connection to another compartment is not an exit
— limit the stricter rules to the evacuation roads connecting stairwells to public roads
— remove the minimum distance between accesses to the stairwells
— lift the requirement to provide a fire-proof hallway (‘sas’) for smaller technical compartments
— give firefighters greater powers to determine the requirements for firefighting equipment.
