5. DRAFT ROYAL DECREE …/2022 ON ANIMAL HEALTH AND PROTECTION STANDARDS DURING TRANSPORT.

7. - See Article 1(3) of Council Regulation (EC) No 1/2005 of 22 December 2004 on the protection of animals during transport and related operations, concerning stricter measures.
8. The following are established:
1. Implementing provisions for Council Regulation (EC) No 1/2005 of 22 December 2004 on the protection of animals during transport and related operations and amending Directives 64/432/EEC and 93/119/EC and Regulation (EC) No 1255/97.
2. Requirements to designate the points at which vehicles for the transport by road of live animals of the equine, porcine, bovine, ovine, caprine and poultry species, loaded or empty, as well as vehicles for the transport by road of animal feed, loaded or empty, from certain States that are not members of the European Union, may enter Spain.
3. Implementing provisions of Law 8/2003 of 24 April on animal health as regards the transport of animals.
4. Provisions for the designation of travellers’ points of entry in accordance with Regulation (EU) No 576/2013 of the European Parliament and of the Council of 12 June 2013 on the non-commercial movement of pet animals and repealing Regulation (EC) No 998/2003
9. The practical experience gained in the application of Community legislation (Council Regulation (EC) No 1/2005 of 22 December and Regulation (EU) No 576/2013 of 12 June) makes it necessary to establish a national standard to ensure its correct application, including the necessary updates due to the evolution of modes of transport. Indeed, in recent years the transport of animals on livestock vessels has increased, so that the requirements for this type of transport should be specified and clarified in particular, including specific requirements for exit points from the European Union located in Spain.
