6. The draft decree concerns food labelling.

- Directive 2000/13/EC on the approximation of the laws of the Member States relating to the labelling, presentation and advertising of foodstuffs

This royal decree establishes the rules relating to the use of the Nutri-Score logo, which has been registered at European level with EUIPO (the European Union Intellectual Property Office), and sets the conditions for its use. The Nutri-Score is a voluntary nutritional logo for foodstuffs, which was developed and implemented by the French authorities and which Belgium would like to adopt as it stands, without any amendments to the system criteria.

In accordance with the provisions of Regulation (EU) No 1169/2011 of the European Parliament and of the Council of 25 October 2011 on the provision of food information to consumers and Regulation (EC) No 1924/2006 of the European Parliament and of the Council of 20 December 2006 on nutrition and health claims made on foods, the Nutri-Score must be used in accordance with the procedures established in the specifications presented in the annex to this decree.

Belgium would like to adopt the ‘French Nutri-Score’ logo on a voluntary basis, as this system makes it possible to have a simple and rapid overview of nutritional quality through the attribution of a colour to each food product (currently five colours ranging from dark green to bright orange). Consumers will be able to assess whether the product is mostly nutritionally favourable or unfavourable at a glance. The algorithm used to calculate the nutritional score was developed by Oxford University (https://www.ndph.ox.ac.uk/cpnp/files/about/uk-ofcom-nutrient-profile-model.pdf) and is therefore scientifically substantiated. The positive nutritional elements considered are the presence of fruit, vegetables and nuts and the protein and fibre content, while the negative elements are saturates, sugars and salt. This system has been the subject of a number of studies to evaluate its relevance and comprehensibility to consumers (including among the most socio-economically disadvantaged), relative to other existing systems.
