5. Public consultation on the prominence of audiovisual and radio media services of general interest and accessibility of the automatic numbering system for digital terrestrial television channels

8. The notified measure (see Resolution No 14/23/CONS and its annexes) concerns the adoption of measures to ensure the adequate prominence of audiovisual and radio media services of
general interest and the automatic numbering system for digital terrestrial television channels, as provided for in Article 29 of Legislative Decree No 208 of 8 November 2021.
The Regulation on the accessibility of the automatic numbering system for digital terrestrial television channels (see Annex A to Decision No 14/23/CONS) regulates the installation arrangements and the accessibility conditions of the system, in order to preserve the availability and accessibility of content available through the digital terrestrial platform. In short, the Regulation provides that the automatic numbering system is installed on all devices suitable for receiving a digital terrestrial television signal, that at least one of the remote controls supplied in conjunction with a device contains the numeric keys allowing access to the
digital terrestrial television channels and that these keys are enabled, and therefore usable by the user, in any menu. Digital terrestrial television channels must also be accessible via a
tile or icon present in the first window of the equipment’s home page.
The guidelines on the prominence of audiovisual and radio media services of general interest (see Annex B to Resolution No 14/23/CONS) define the criteria for the qualification of a
service as a service “of general interest” in order to give adequate prominence on the screens where users select the content to be displayed. In short, it is proposed to define as services of general interest (SGI) audiovisual and radio media services distributed free of charge by the public service provider and certain audiovisual and radio commercial services. In order to give adequate prominence to the identified SGIs, it is proposed, inter alia, to introduce an ad hoc icon, immediately visible on the equipment’s home page, which acts as a single point of access to SGIs.
The mutual recognition clause is ensured by the national transpositions of Directives 2000/31/EC and (EU) 2018/1808.
9. Audiovisual and radio media services of general interest shall be given adequate prominence with the aim of ensuring pluralism, freedom of expression, cultural diversity and effectiveness of information to the widest possible audience. At the same time, it is also intended to preserve the availability and accessibility of content accessible via a digital terrestrial platform. Taking into account the continuous evolution of the technological context and the market, in which the positioning of content increasingly takes on a strategic importance, with the measure that was the subject of the
consultation, it is intended to ensure that certain services and content are immediately brought to the attention of users, while continuing to ensure that users have the widest possibility
choice.
