8. The current gambling law is not sufficiently robust and is difficult to interpret because, due to its age, it does not reflect the current situation. This new text therefore aims to update the content of the current 1985 law and to make it more specific. The aim is to mitigate the dangers and risks caused by excessive or irresponsible gambling by establishing greater government control.
This will be done by introducing greater controls on access to gambling premises, planning the gambling market by adapting supply to actual demand, updating the rules in relation to the requirements of market unity, adjusting the necessary procedures and documentation to new technologies and electronic processing, and providing greater legal certainty for gambling operators by establishing transparent and uniform rules.

9. The reason for this law is the need to have updated gambling rules that reflect the major changes that this sector has undergone in recent times.
The objectives of this law are to establish greater government control, to promote measures that facilitate market unity in order to make Galicia’s gambling sector more competitive, to align the procedures with the provisions of Law 39/2015 of 1 October 2015 in order to simplify administrative processing, and to establish the principles of and policy for responsible gambling, among others.
