On the basis of the attached classification document, the Public Health Agency of Sweden proposes that the substances HHC, HHCP, N-desethyl isotonitazene, 3-phenylpropanoyl fentanyl, 1cP-LSD, 1V-LSD, deoxymethoxetamine, methoxpropamine and methoxysopropamine shall be classified as narcotic drugs under the Narcotic Drugs Control Act (1992:860) and the Narcotic Drugs (Punishments) Act (1968:64), and they shall therefore be included in the Narcotic Drugs Control Regulation (1992:1554).
N-desethyl isotonitazene and 3-phenylpropanoyl fentanyl are to be in the analgesics group. 1cP-LSD, 1V-LSD, deoxymethoxetamine, methoxpropamine and methoxysopropamine, HHC and HHCP are proposed to be in the hallucinogens group.
All the substances, with the exception of N-desethyl isotonitazene, have been seized and identified in Sweden. The Poison Center has reported cases of patient cases from hospitals linked to deoxymethoxetamine and HHC. All the substances, with the exception of 3-phenylpropanoyl fentanyl, are being sold or have been sold through web shops. All the substances have been discussed on online drug forums.
3-phenylpropanoyl fentanyl, 1cP-LSD and methoxpropamine are proposed to be reclassified from products harmful to health to narcotic drugs.
For all the substances, there is scientific documentation supporting the narcotic criteria. On drug forums, the majority of the substances are said to cause euphoria. The substances have a psychoactive effect. Psychoactivity means that the substances have an impact on the brain and its signalling system, which poses a danger to both the users and their surroundings. This means that the substances have an impact on the user’s mental processes and thus possess properties that are harmful to health.
Such classification means, inter alia, that these substances may not be imported or possessed without special permission from the Medical Products Agency.
Please note that only the substances listed next to a vertical line in the left margin of the draft Regulations are additions to the attached Regulations. The other substances are already listed therein.
9. Given the danger posed to human health, the aim of the classification is to restrict the use of the substances added to the Regulations.
