5. Regulation on Technical Requirements for Energy Installations (Energy Installation Requirements Regulation – EAAV [Energieanlagen-Anforderungen-Verordnung])
6. EAAV supplements the separately notified “Regulation on the Amendment of the Regulation on the Detection of Electrotechnical Properties of Energy Installations” (NELEV-ÄndV) with specific material-technical requirements for energy installations.

As a result of the simultaneously and separately notified NELEV-ÄndV, the ‘Forum Netztechnik/Netzbetrieb’ [Forum Netztechnik/Netzbetrieb] (FNN) in the VDE Verband der Elektrotechnik Elektronik Informationstechnik e.V. has to adapt the so-called “Technische Anschlussregeln” [Technical connection rules] (TCR). However, in order to allow for the immediate entry into force of the facilitation in the NELEV, i.e. even before the adaptation of the TCR by the FNN has taken place, technical requirements for the installations covered by the NELEV Amendment Regulation will be established for extent for the transitional phase with the EAAV to a limited extent by way of a regulation. These installations shall then be subject to the requirements for installations connected to a low-voltage general supply network; this is intended to facilitate future mass business. At the same time, the requirements will be extended to include system security aspects; this takes account of the systemic stability of the electricity supply networks. In the transitional phase until the adjustment of the TCR by the FNN, this is regulated in a simplified form on the basis of a few additional requirements in this EAAV. Thus, these systems must meet the setting values for frequency capability and protection according to the TCR and deactivate the island network detection.

9. The German government has set itself the target of covering 80 % of Germany’s gross electricity demand, which is forecast at around 660 TWh by 2023, from renewable energies by that time. To achieve this, renewable energy installations must be put into operation quickly and their connection to the distribution grids must take place without delay. Against this background, there is a need to make the grid connection processes of generation and storage facilities suitable for mass production, i.e. to accelerate them while at the same time taking into account the security of the electricity supply system.
In recent years, however, the grid connection of power generation installations in the 135 – 950 kilowatts power class has been delayed in some cases. This was due, among other things, to delays in the certification procedures. In view of the expected and necessary expansion of renewable energy plants, a new, longer-term solution is now being created with the NELEV amendment, which was notified at the same time and separately, especially in the power class up to 500 kilowatts, where the largest expansion is to be expected.
In order for this to come into force as soon as possible, it needs to be supplemented by the present Regulation on Technical Requirements for Energy Installations (EAAV). This includes selective material technical requirements.
The obligation to comply with the technical requirements regulated in the EAAV is absolutely necessary to ensure the system stability of the electricity supply network. In principle, this obligation is also possible via the adaptation of the TCR for the grid connection of generating plants to a low-voltage network of general supply (prepared by FNN) and will also be regulated there. However, the adjustment of the TCR will still take time. However, since a speedy entry into force of the Second NELEV Amendment is necessary for the simplification and acceleration of network connection procedures, the EAAV notified here must be applied at the same time.
