5. Order of the Minister of Transport and Infrastructure approving the Regulations on the individual approval, issuance of identity card and certification of authenticity of road vehicles – RNTR 7

8. The Ministerial Order shall apply to the individual national approval of:
a) motor vehicles and their trailers (categories M, N and O);
b) vehicles with two or three wheels and quadricycles (category L);
c) agricultural or forestry vehicles (categories T, C, R, S);
and to the issuance of the technical certificate for:
d) self-propelled machinery;
e) slow vehicles.
The Ministerial Order provides:
a) the procedure applicable to the individual national approval of new and used road vehicles;
b) the technical requirements applicable to the individual national approval of new and used road vehicles;
c) the procedure for issuing the vehicle identity card and the technical certificate;
d) the procedure applicable to the certification of the authenticity of road vehicles used;
e) the procedure for issuing the technical certificate for self-propelled machinery and slow vehicles.
9. The Ministerial Order establishes the administrative and technical procedures and requirements relating to the construction of vehicles which do not have an EU type-approval or individual type-approval, with a view to placing them on the market, registering them or registering them in Romania.
These procedures and requirements are aimed at placing on the market, registering or licensing in Romania only those vehicles that meet certain minimum conditions relating to road safety and environmental protection.
In relation to the relevant EU legislation, the provisions of Article 45 of Regulation (EU) 2018/858 (for categories M, N and O) are taken into account.
For the other categories of vehicles, there is no harmonised EU legislation.
The Ministerial Order aims to update the administrative and technical procedures and requirements mentioned in relation to the Order of the Minister of Transport, Construction and Tourism No 2132/2005 approving the Regulations on the individual approval, issuing the identity card and certification of the authenticity of road vehicles – RNTR 7, as subsequently amended and supplemented, which it replaces and repeals.
