8. Amendments to the wording are being made to emphasize the importance of ‘Integrated Plant Protection’.
The definitions are being extended and rendered more precisely.
The principle is being established, according to which, in the territory of the Province of Vienna and with the exception of certain areas, in addition to authorised basic substances only authorised plant protection products that are either considered to be low-risk plant protection products or suitable for use in organic production are to be used.
The use of aerial vehicles for the application of plant protection products is now explicitly prohibited. At the same time, however, the possibility of obtaining an exemption from this prohibition is also being created, by means of an approval process for permission to apply plant protection products by unmanned aerial vehicles (‘drones’).

9. The amendments to the wording and the adapted definitions are intended to clarify the substance of the Act and to facilitate application of the Act in practice.
The Province of Vienna has a particular interest in minimising the use of plant protection products, in particular synthetic plant protection chemicals and in restricting use in certain areas, especially since potential application areas for plant protection products in Vienna, such as parks, allotments and green spaces used for agriculture or commercially, often border on densely built-up residential areas. The urban structure therefore leads to an increased need for protection for the population of Vienna. At the same time, a contribution is to be made to protecting pollinators (bees, etc.) and thus to conserving biodiversity.
The use of modern agricultural technology (drones) is also becoming increasingly important in the application of plant protection products.
The purpose of the present amendment is to enable the use of this technology taking into account the relevant EU law principles and criteria set out in Article 9 of Directive 2009/128/EC.
