8. “The advertising of games of chance shall be prohibited on the territory of the Republic of Lithuania, subject to the exceptions provided for in Article 10(9).” “The dissemination of information concerning the sponsorship of public events, activities, natural and legal persons of any kind by a gaming company shall be prohibited, except for information on sponsorship of sports events, sports organisations, athletes, sponsorship of cultural and artistic events, cultural and artistic organisations and artistic creators, in so far as this is not contrary to the requirements laid down in Article 10(9), (9)(1) and (9)(2) of this Law. “It shall be prohibited in the Republic of Lithuania to promote participation in games of chance in any form and by whatever means or by any means, with the exception provided for in Article 10(19).”

9. Problematic gaming is an addiction which has significant financial and social consequences not only for the person who is dependent on gaming but also for his relatives, family or wider society. A person who has problems with gaming and is incapable of exercising control over his activities during the game may not be stopping gaming for an indefinite period and losing particularly large sums of money, and advertising for gaming, constantly visible in the environment, further increases participation in gaming.
The project is designed to increase the protection of those involved in gambling from the negative effects of advertising, especially on the most vulnerable groups in society, as well as irresponsible involvement in gambling and excessive spending on gambling. In this context, the projects set out measures to achieve these objectives, namely restrictions on the advertising of games of chance and gaming information and a ban on gaming promotion. In view of the fact that the current restrictions on advertising are not only insufficient, but also allow for the continuation of aggressive advertising and incentivising individuals to game, a ban on advertising on gaming, with the exceptions provided for in Article 10(9), a prohibition on the dissemination of information on games of chance for sponsorship purposes and a ban on the promotion of gaming are introduced.
