On behalf of All Media Lithuania, UAB (TV3 Group); Delfi, UAB; Laisvas ir nepriklausomas kanalas, UAB; Lrytas, UAB; and 15Min, UAB, please find attached our formal opinion on Draft Law No. XIVP-3481(2) (the "Draft Law"), notified under TRIS Notification 2024/0308/LT. The Draft Law proposes significant changes to the Gaming Law of the Republic of Lithuania, including a complete ban on gambling advertising by 2028. Our opinion outlines concerns about the negative impact this measure may have on media pluralism, the financial stability of media organizations, and potential restrictions on the free movement of services as protected by Article 56 of the Treaty on the Functioning of the European Union (TFEU).
We respectfully request that the European Commission issue a detailed opinion, as we believe this measure warrants further scrutiny to ensure compliance with EU law, particularly with respect to the principle of proportionality under Directive (EU) 2015/1535.
