Economic operators engaged in direct sales in shops of all categories of products containing tobacco, electronic cigarettes, refill containers for electronic cigarettes, electronic tobacco heaters and smokeless inhalation products from tobacco substitutes, oral nicotine pouches and products intended for inhalation without combustion from tobacco substitutes shall be obliged under this order to inform consumers by displaying, at the place of sale, the prohibition on selling such products to persons under the age of 18.
Consumer information shall be provided by displaying an information plate as set out in the Annex, which forms an integral part of the Order. The plate will be downloaded, free of charge, from the website of the National Authority for Consumer Protection and will be displayed in the consumer's field of vision, in a visible place.
Economic operators must also have variants dedicated to blind or visually impaired persons, either audio or by using any specific physical or digital means.

In accordance with the legislation in force, shops can be sanctioned for the sale of tobacco products to minors. Displaying a visible message is a measure of legal compliance and accountability.
The message must be simple and easy to understand so that all customers, regardless of age, are aware of the legal ban.
The visibility of the message can reduce the number of attempts to buy tobacco products by minors, contributing to a more responsible commercial environment.
Clearly displaying the prohibition can make it easier for employees to enforce the rule and to ask for ID when necessary.
Displaying the message prohibiting the sale of tobacco products to minors is an essential measure to comply with the law, protect public health, and ensure store accountability. We recommend placing a clear, visible poster at the points of sale and near the shelves with tobacco products.
Considering the responsibilities of the National Authority for Consumer Protection, including supervision and control, as well as ensuring the accurate information of consumers, we consider that this normative act is necessary to protect consumers.
