9. Integrated plant production (IP) is a national food quality scheme, involving the sustainable use of technical and biological advances in cultivation, plant protection, and fertilisation the primary objective of which is to care for human health and the environment. Thanks to the system, high-quality crops can be obtained and placed on the market with a label indicating integrated plant production. The basic requirement of the integrated plant production system is, in addition to the completion of specialised training, cultivation according to detailed methodologies approved by the Main Inspector of Plant Health and Seed Inspection. The draft concerning the cultivation of hazelnut, as a technical regulation subject to notification, is attached hereto.
Each methodology shall contain information on planting, care, protection, and harvesting of the given crop. This information shall be supplemented by elements such as: correct crop rotation and agro-techniques, rational fertilisation based on the actual needs of the plants, and the use, where justified, of plant protection products which pose the least risk to human and animal health and to the environment. Inspection of plant producers who use IP, including verification of the correct implementation of the requirements laid down by the methodologies of integrated plant production, shall be carried out by authorised bodies. In accordance with the provisions of the Act on Plant Protection Products of 8 March 2013 (Polish Journal of Laws of 2024, item 630), the competence to supervise the farms participating in the system and to issue certificates certifying the application of the IP was entrusted to certifying bodies authorised by provincial plant protection and seed protection inspectors.
The plant IP system shall define product requirements that go beyond those established by the European Union and shall ensure a higher quality of the product compared to similar products complying with the requirements of generally applicable regulations. The IP system shall also go beyond the standard IPM requirements. The distinguishing feature of the system shall include, among others, more stringent criteria for the choice of plant protection products that can be used on crops submitted for certification which includes, among others, the reduced use of plant protection products that are non-selective towards beneficial organisms, lead to resilience in plant pests, or are toxic to humans and the environment. The distinguishing feature of the system shall also include requirements for respecting methodologies approved by the Main Inspector of Plant Health and Seed Inspection the fulfilment of which shall be verified prior to issuing the IP certificate in the field of production, plant protection, and compliance with hygienic and sanitary rules by the producer participating in the system.
It should also be noted that, in accordance with the provisions of art. 55 of the Plant Protection Products Act of 8 March 2013, integrated plant production is a voluntary scheme.
“Art. 55. [Notification of intention to apply integrated plant production principles]
1. An operator producing plants in line with the requirements of integrated plant production, hereinafter referred to as the ‘plant producer’, may apply for an attestation thereof issued by an operator carrying out certification activities in the area of integrated plant production, hereinafter referred to as the ‘certifying body’.
2. The intention to apply integrated plant production shall be notified by the plant producer every year to the certifying authority no later than 30 days before sowing or planting or — in the case of perennial crops — by 1 March each year.
3. The notification referred to in paragraph 2 shall contain:
1) the name, address and place of residence or the name, address and registered office of the plant producer;
2) (repealed);
3) the PESEL (personal identification) number, if one has been assigned to them;
4) the date and signature of the applicant.
4. The following shall be attached to the notification referred to in paragraph 2:
1) information on the species and varieties of the plants referred to in paragraph 2, and the place and area of their cultivation;
2) a copy of a certificate of completion of a training in integrated plant production or a copy of the certificate or copies of other documents proving compliance with the requirements laid down in Article 64(4) or (7) of the Act.
5. If the notification referred to in paragraph 2 does not contain the information referred to in paragraph 3 or 4, the certification body shall require the plant producer to remedy the deficiencies within the prescribed period. If the deficiencies are not remedied within the prescribed period, the certification body shall inform the plant producer in writing of the refusal to accept the notification.
6. The certification body shall maintain and update a register of plant producers who have notified their intention to apply the integrated plant production rules.
7. The register referred to in paragraph 6 shall contain:
1) the name, address and place of residence or the name, address and registered office of the plant producer;
2) (repealed);
3) the applicant’s PESEL (personal identification) number, if one has been assigned to them;
4) the register entry number;
5) date of entry into the register.
8. The register referred to in paragraph 6 shall be kept for the purposes of the Main Inspectorate of Plant Health and Seed Inspection.
9. The certifying body shall issue a confirmation of the entry number in the registry referred to in paragraph 6 to the plant producer who has notified the intention to apply integrated plant production principles no later than within 21 days of the receipt of this notification.’.
Also in accordance with Article 57 of that Act, a certificate issued at the request of a plant producer by a certification body shall be an attestation of the use of integrated plant production, and the certifying body shall keep a register of certificates issued to attest the use of integrated plant production containing the following:
– the name, address and place of residence or the name, address and registered office of the plant producer;
– the plant producer’s PESEL (personal identification) number, if one has been assigned to them;
– the plant producer’s number in the register referred to in Article 55(6) of the above-mentioned Act;
– the number of the certificate issued;
– an indication of the species and varieties of the plants cultivated in line with the requirements of integrated plant production for which the certificate has been issued, the area of their cultivation, and yield size.
