Information society
The fee will apply equally to all accommodation providers in the municipality( the only exception proposed is for passenger ships in transit and other similar accommodation services). The fee will also apply equally to all types of visitors within the municipality, regardless of the visitors’ or providers’ nationality, place of origin etc. The regulations will therefore not result in any form of discrimination, neither directly nor indirectly.
The tourism industry's footprint on nature and climate is significant, and for some local communities, it is challenging when many visitors arrive during peak season. More tourists mean increased pressure on public goods, such as trails, public toilets, and waste management. The government considers it necessary to provide municipalities with a new tool, in the form of a municipal accommodation fee, to address the challenges that arise from increased tourism activity financing.
The ministry's assessment is that the measure is suitable for addressing the funding challenges that municipalities face as a result of increased tourism activity. The municipal accommodation fee shall be calculated as a percentage-based surcharge of 3 per cent of the fee paid for the accommodation, excluding value-added tax. The ministry considers this to be a moderate and proportional fee.
8. The proposal is a new law introducing a visior's fee in Norway. The law will regulate the municipalities in Norway’s right to introduce a municipal accommodation fee of 3 percent. The introduction of the accommodation fee, will be voluntary for each municipality. The fee applies to hotels, hotel ships, leisure boats in guest harbours, campsites, mobile home parks, hostels, private rentals and other accommodation activities. The revenue from the fee is proposed to be returned in its entirety to the municipalities so that they can cover tourism-related public goods such as rubbish clearance, cleaning of toilets, and facilitation of hiking trails for the benefit of both locals and other visitors. The proposal will cover commercial short term accommodation services through online platforms, when the provider is not liable for VAT in Norway. Thus, for accommodations offered by the non VAT liable of stays under 30 days, the online platforms will be responsible for adding the fee to the payments processed through their platforms. In addition, the online platform will be responsible for paying the fee to the municipality where the accommodation has taken place.

The government aims to facilitate the highest possible overall value creation in the Norwegian economy within sustainable frameworks.This means that all business activities must be socially, environmentally, and economically sustainable. The tourism industry's footprint on nature and climate is not inconsiderable, and for some local communities, the influx of visitors during peak season can be challenging. More tourism may result in an increased pressure on public goods, such as access to trails, public restrooms, and waste management. The Norwegian government therefore proposes to provide municipalities with the opportunity to introduce a municipal accommodation fee, to address the challenges arising from increased tourism activity. The proposal entails that visitors, to a greater extent than before, will bear the costs they impose on the local communities they visit.
