5. Decree amending the specifications of registration plates for vehicles provisionally registered under WW or W garage

6. The purpose of this Decree is to create a specific and easily identifiable registration plate for vehicles provisionally registered under WW or W garage, thereby facilitating checks on these vehicles

8. The purpose of this Decree is to determine a registration plate specific to vehicles provisionally registered under WW or W garage.

To this end, the draft text amends two decrees: the Decree of 9 February 2009 laying down the characteristics and method of installation of vehicle registration plates and the Decree of 15 April 1996 on reflective number plates.

Article 7 and Annex 7 of the aforementioned Decree of 9 February 2009 are amended in order to introduce the obligation to indicate the expirydate of validity of the provisional registration certificate WW on the registration plates WW, and also to change the colours of the garage WW and W plates which now have black characters on a pink background.

In addition, an Article 1a of the above-mentioned Decree of 15 April 1996 is created which provides, inter alia, that the obligation to approve registration plates does not apply to vehicle registration plates WW and W. Finally, Appendix 1 to the same Decree should be amended to specify the colorimetric references relating to the pink background colour of these registration plates.

9. Firstly, a provisional WW registration certificate is issued to allow certain vehicles to be driven on the roads. These include new or second-hand vehicles purchased abroad for which the registration application is incomplete or under examination, or new or second-hand vehicles intended for export. This certificate shall be issued for a period of two months, renewable once. A vehicle driving under a provisional registration certificate WW shall have a registration plate WW.

A W garage certificate makes it possible to circulate a vehicle on a provisional basis, before its definitive registration. It is intended solely for professionals in the motor vehicle trade for the purpose of driving vehicles in the course of their business. A vehicle operating under cover of a W garage certificate must have a W garage license plate.

To make it easier for law enforcement officers to identify vehicles with a provisional WW or W garage registration in a traffic flow, it has been decided that their plates must be pink. WW plates will also include the expiry date of the WW provisional registration certificate to easily detect vehicles circulating while their WW certificate has expired.

The traffic conditions of vehicles provisionally registered in France do not change as a result of the change in the colour of the plates. This measure has no consequences nor does it hinder the free movement of goods and people. It is also in line with the existing Registration Directive and does not contradict the draft Registration Directive currently under negotiation.

In addition, in 2024, 337,656 WW provisional registrations were allocated as well as 64,096 W garage registrations, out of the 39.3 million cars comprising the French car fleet, or about 1% of the fleet.
