8. The draft royal decree consists of a preamble, a single article with three sections and a final provision, referring to the entry into force.
Furthermore, the modifications to Royal Decree 429/2022 of 7 June 2022 are as follows:
• Section One redrafts Paragraph 3 of Article 9, by establishing additional traceability requirements for national trade, including the possibility that the document that must accompany the marketed products be issued, signed and kept in digital format, thereby improving the management of their traceability.
• Section Two modifies Paragraph 2 of Article 12, which regulates the zootechnical and traceability requirements of distributors, improving its wording and facilitating its application, by expressly including registered establishments, and not only authorised establishments, among those permitted to produce material that may be marketed.
• Section Three modifies Paragraph 5 of Annex I to include more specific information that must be expressed in the document accompanying the reproductive products during their movement.
9. Following the identification that certain traceability requirements laid down in Royal Decree 429/2022 of 7 June 2022 hinder the marketing of these products, without providing additional guarantees, these requirements are modified in order to guarantee the purpose of the established control system. Similarly, the wording of some sections has been reviewed to improve clarity in the application of this rule. All of the above to guarantee the productive efficiency of the livestock sectors.
