5. Government proposal to Parliament for an Act amending the Tobacco Act
6. Tobacco products, electronic cigarettes, refill containers, nicotine liquids, liquids other than nicotine liquids intended for use in electronic cigarettes, herbal products intended for smoking, smokeless nicotine products, and similar products

8. The Proposal proposes amendments to the Tobacco Act. It would be made easier for housing communities to prohibit smoking by their own decision. The Tobacco Act would also be amended in certain other respects: certain cannabinoids would be prohibited in tobacco products and their substitutes, the opportunities for the Finnish Supervisory Agency to collect supervisory fees would be secured, and the agency would be assigned tasks related to the traceability system for tobacco products. In addition, provisions concerning appeals would be clarified.
The Act is intended to enter into force at the beginning of 2027.

In line with the government program, the aim of the proposal is to reduce regulations affecting municipalities and, in accordance with the deregulation proposal of the parliamentary groups of the governing parties, to improve the ability of housing communities to independently decide on banning smoking.
The objective is to reduce, in particular, children’s and young people’s exposure to products referred to in the Tobacco Act that contain cannabinoids and that may, on the one hand, create an impression of health benefits and, on the other hand, blur the distinction between products meeting the definition of narcotics and other products. Through this, the goal is to protect the health of the population, especially children and young people.
The aim is also to ensure the Finnish Supervisory Agency’s ability to collect supervisory fees, as well as to organize the register of the tobacco product traceability system and the designation of the issuer of unique identifiers related to traceability in a more appropriate manner.
