9. Integrated plant production (IP) is a national food quality scheme, involving the sustainable use of technical and biological advances in cultivation, plant protection, and fertilisation the primary objective of which is to care for human health and the environment. Thanks to the system, high-quality crops can be obtained and placed on the market with a label indicating integrated plant production. In addition to the completion of specialised training, the basic requirement of the integrated plant production system is cultivation according to detailed methodologies approved by the Main Inspector of Plant Health and Seed Inspection.
Each methodology contains information on the planting, treatment, protection and harvest of the crop. This information shall be supplemented by elements such as: correct crop rotation and agro-techniques, rational fertilisation based on the actual needs of the plants, and the use, where justified, of plant protection products which pose the least risk to human and animal health and to the environment. Authorised bodies shall carry out inspections of plant producers who use IP, including verification of the correct implementation of the requirements laid down by the methodologies for integrated plant production. In accordance with the provisions of the Act of 8 March 2013 on plant protection products (Journal of Laws [Dziennik Ustaw] of 2026, item 624), the competence to supervise the holdings participating in the system and to issue certificates certifying the application of the IP has been entrusted to certifying bodies authorised by provincial plant protection and seed protection inspectors.
The plant IP scheme defines product requirements that go beyond those established by the European Union and shall ensure a higher quality of the product compared to similar products complying with the requirements of generally applicable regulations. The IP system shall also go beyond the standard IPM requirements. The distinguishing feature of the system shall include, among others, more stringent criteria for the choice of plant protection products that can be used on crops submitted for certification which includes, among others, the reduced use of plant protection products that are non-selective towards beneficial organisms, lead to resilience in plant pests, or are toxic to humans and the environment. The distinguishing feature of the system shall also include requirements for respecting methodologies approved by the Main Inspector of Plant Health and Seed Inspection the fulfilment of which shall be verified prior to issuing the IP certificate in the field of production, plant protection, and compliance with hygienic and sanitary rules by the producer participating in the system.
It should also be noted that, in accordance with the provisions of Article 55 of the Plant Protection Products Act of 8 March 2013, integrated plant production is a voluntary scheme.
9a. IP is a voluntary scheme and the requirements in this regard are adequate to achieve the objective.
9b. The solution addresses consumer expectations regarding the production of high-quality foodstuffs.
9c. No undue burdens are imposed; the integrated production scheme is voluntary in nature.
