The specifications, in compliance with the provisions set out in higher-level legislation (European Union and national legislation on food chain safety, animal health and welfare, and the placing of products on the market), aims to promote bee products whose characteristics exceed current commercial standards by virtue of the processing and management of the final product, and thus also to safeguard the product’s origin and its intrinsic qualities, through compliance with rigorous standards verified by a system of checks carried out by accredited control bodies and supervised by the competent authorities.
The draft decree consists of eight chapters.

The production specifications aim to protect honey producers, in compliance with the provisions set out in higher-level legislation (European Union and national legislation on food chain safety, animal health and welfare, and the placing of products on the market), by obtaining products with characteristics that exceed current commercial standards, ensuring greater profitability for companies in the beekeeping sector.
Furthermore, it aims to provide a product designed to meet the demands of consumers seeking specific values associated with the product in question (respect for the environment, naturalness, food safety, distinctive organoleptic characteristics);
9a. By voluntarily adhering to the product specifications composed of defined and certified rules, in any case with priority in respect of provisions deriving from higher-level sources (European Union legislation and national legislation on food chain safety, animal health and welfare and the placing of products on the market).
The code of practice, adherence to which is voluntary, sets out rules (which ensure a higher quality product) that are clearly defined, identifiable and certifiable by accredited inspection bodies supervised by the competent authority.
9b. Compliance with the code of practice is voluntary; it does not entail any restrictions on the internal market nor does it have any impact on cross-border trade, which therefore remains unaffected.
9c. Adherence to the product specification is voluntary and does not impose any restrictions on rights and freedoms.
