5. Draft Act amending Act No 171/2005 on gambling and on amendments to certain acts, as amended, and amending certain acts

7. - Commission Recommendation of 14 July 2014 on principles for the protection of consumers and players of online gambling services and for the prevention of minors from gambling online.

8. The purpose of this draft amendment to the Act on gambling is to:

1. propose more effective rules and conditions for supervising the operation and promotion of gambling services,
2. increase the level of protection of consumers, players and minors in the field of gambling, including in connection with the Commission Recommendation regarding the provision of online gambling services, and
3. revise the approach to regulate online gambling services by amending the Act on gambling vis-à-vis the operation and promotion of gambling services by foreign entities.

9. The draft amendment to the Act on gambling was formulated on the basis of the policy statement of the Government of the Slovak Republic for 2016–2020, in which the Government committed itself to the legislative initiative to continue to ensure an adequate, systematic and consistent implementation of the gambling policy.

This draft responds to findings and experience from developments in this specific business segment in relation to technological progress and trends in gambling services in neighbouring countries, while pursuing public interests and consumer protection and strengthening the principles of responsible gambling.

The key areas of this legislation include proposing more effective rules and conditions for supervising the operation and promotion of gambling services, increasing the level of protection for consumers, players and minors in the field of gambling, including in connection with the Commission Recommendation regarding the provision of online gambling services, and revising the approach to regulate online gambling services by amending the Act on gambling vis-à-vis the operation and promotion of gambling services by foreign entities.
