6. The proposal concerns the introduction of a kilometre-based toll based on EETS on-board equipment.

8. It is proposed to introduce a kilometre-based toll for lorries and vehicle combinations used for the transport of goods with a maximum authorised weight of 12 000 kg or more.

With the adoption of the draft law on tolls, the applicable law on road use tolls, which is period-based, will be repealed.

With the introduction of a kilometre-based toll, it will be possible for vehicle owners across the EU to pay tolls with an EETS on-board equipment, in accordance with the EETS Directive. The rates and arrangement are set in accordance with the guidelines of the Eurovignette Directive, (EU) 2022/362 of 24 February 2022. The toll will be differentiated according to the weight and CO2 emissions of lorries on the basis of their so-called CO2 emission classes. The toll rate will be higher when driving in environmental zones. The toll shall enter into force on 1 January 2025. According to the draft law, diesel lorries above 32 tonnes in CO2 emission class 1 must pay DKK 1.35 per km (current prices)
on the road network subject to tolls in 2025 (outside environmental zones).

9. A kilometre-based toll involves incentives for the green transition and a more
precise taxation of other environmental impacts of lorry traffic, including wear and tear on
the road network, accidents, noise, air pollution and contribution to congestion.

The draft law implements Articles 7, 7b, 7c, 7cb, 7ga of Directive (EU) 2022/362
of 24 February 2022 amending Directives 1999/62/EC, 1999/37/EC and (EU) 2019/520, as regards the charging of vehicles for the use of certain infrastructures.
