8. In view of the Sixth State Reform, which took place in 2014, road traffic rules are partially regionalised.

The Royal Decree of 1 December 1975 laying down general regulations governing road traffic police and the use of public highways, commonly known as the Highway Code, is being reformed and will be replaced by a new Royal Decree dealing solely with matters under federal jurisdiction (Highway Code). The Draft Order of the Walloon Government aims to integrate regional road traffic provisions.

This draft includes, inter alia, the following regionalised matters:
• off-highway speeds,
• safety, signalling and load dimensions,
• injunctions and instructions from officials employed by the regional authority,
• traffic rules relating to ADR and exceptional transport,
• rules on maximum masses,
• rules relating to paid parking, of limited duration,
• rules relating to loads that have fallen onto public roads,
• rules providing for exemptions for administrative staff, linked to the protection of infrastructure or the use of public roads.

This draft contains various technical rules relating to the above-mentioned regulations.

The draft Highway Code has, moreover, been the subject of a notification dated 24 November 2023 (end of the status quo deadline 27 February 2024).

9. The objective of the proposed text is to incorporate into the regulations of the Walloon Region the regional provisions relating to the Highway Code following the Sixth State Reform.
