The proposed draft specifies the use of the ‘Good Choice’ label to facilitate the identification of foods with a favourable nutritional composition, the conditions that the foods must meet when using the label, including use in the media, the graphic display of the label, the establishment of a list of foods with the label, control over the use of the label and fines for offences.

Nutrition is a significant external factor in the development of many chronic non-communicable diseases, which are the most common cause of premature mortality in Slovenia as well as in many other developed countries. Nutrition can act either as a risk factor or as a protective factor that strengthens health and improves quality of life. In this context, it is important that the consumer is able to quickly identify foods that have a favourable nutritional composition.
As consumers, we are faced with a range of foods on a daily basis, and the selection process involves complex decision-making processes. The range of foods on the market is very diverse, as there are many different foods within each category – both with more or less favourable nutritional composition.
The information on the food label, in particular the name of the food, the list of ingredients and information on the nutritional value, help the consumer with the selection of prepacked foods.
Foods marked with authentic labels are more attractive to consumers and can be an important indication element that helps them make a purchase decision. The food label enables the consumers to make quick and easy food choices and helps them distinguish between related foods, influencing their choice and, consequently, their intake of more appropriate nutrients.
The National Programme for Nutrition and Health Enhancing Physical Activity 2015–2025 (Dober tek Slovenija) envisages the possibility of establishing voluntary food labelling with a special label, which would make it easier for consumers to choose foods with the most favourable nutritional composition, in accordance with established dietary recommendations.
As this is a voluntary food labelling scheme already provided for in European legislation, this type of scheme is also in the interest of food business operators.
In view of the above, the proposed regulation introduces a voluntary and consumer-friendly label on food products (the ‘Good Choice’ label) for food business operators, which will enable quicker selection of more nutritionally appropriate food and thus facilitate consumer choice. The subject of labelling are foods with a favourable nutritional composition, which contain nutrients in quantities as specified in Annex 1 of the proposal for a regulation.
The already established protective food mark, which was once given by the Slovenian Heart Foundation, will thus be transferred to the national level in the new form of the ‘Good Choice’ label.
