The main purpose of the draft Decree is to amend the rules containing the main regulation on the game of bingo in the Autonomous Community of the Region of Murcia, consisting of the Catalogue of Games and Betting, and the Bingo Regulations, regulating two electronic forms of the game of bingo: electronic bingo and electronic hall bingo.
Thus, following the incorporation of technological elements, both regulatory provisions are modified, regulating two electronic forms of the game of bingo: electronic bingo and electronic hall bingo.

Electronic bingo and electronic hall bingo share the characteristic features of collective games of money and of chance, and in particular, of traditional bingo, but they include significant variations in their rules and development due to the presence of technological components in the game, which even open up new possibilities for the creation of novel games.
This draft Decree regulates, in detail, the technical, functional, and operational characteristics applicable to each of these electronic modalities of the game of bingo. Insofar as both modalities are developed through computer systems, supports, or terminals, the project contains the appropriate regulation of these, in order to guarantee maximum transparency in the game, computer security in its operation, and the protection of participants and other sensitive groups in relation to this activity.
Electronic bingo shall be managed and organized in its entirety by one or more companies authorized by the competent Ministry for gambling as a Distribution Network, to which bingo halls intending to organise it must adhere, in order to offer greater common prizes to users under strict requirements that guarantee the security and technical reliability of the gaming system. The game shall always take place in bingo halls, independently of other modalities, without prejudice to the possibility of the game taking place simultaneously in complementary halls or areas different from the main hall.
In turn, the organisation and operation of electronic hall bingo is carried out by the company holding the bingo hall authorization and it shall take place in the main bingo hall, with players being able to acquire electronic or physical bingo cards or game units.
Likewise, the rules for the organisation and operation of electronic bingo are relaxed, leaving greater leeway in the configuration of the bingo card and the winning combinations to the proposals submitted by the bingo operators, in accordance with the requirements of the freedom to conduct business and with the union principles of freedom to provide gaming services, requiring only prior notification in good time to the governing body responsible for gambling.
In electronic hall bingo, winning combinations must be established by regulation and announced before each game, giving rise to different prizes, similar to those of traditional bingo.
