8. The Trust Framework for Swedish e-identification shall be followed by suppliers who have applied to be reviewed and approved by the Agency for Digital Government in accordance with the framework. The framework includes inter alia conditions for:
- the organisation and governance of the supplier,
- physical, administrative and person-oriented security,
- technical security,
- identification and registration
- design of technical aids,
- verification of holders' electronic identities, and
- the issuance of identity certificates.

The Trust Framework for Swedish e-identification is based on international standards expressed, inter alia, in the eIDAS Regulation (Commission Implementing Regulation (EU) 2015/1502 of 8 September 2015 establishing minimum technical specifications and procedures for assurance levels for electronic identification means pursuant to Article 8(3) of Regulation (EU) No 910/2014 of the European Parliament and of the Council of 23 July 2014 on electronic identification and trust services for electronic transactions in the internal market and repealing Directive 1999/93/EC) (eIDAS Regulation). However, the Trust Framework also contains rules that clarify what applies to Swedish e-identifications when used within Sweden.

Mutual recognition clause
The Trust Framework for Swedish e-identification applies in particular to e-identifications for Swedish users. The Trust Framework contains the rules set out in the implementing acts of the eIDAS Regulation to facilitate cross-border identification under the eIDAS Regulation, but there are also rules that clarify what applies to Swedish e-identifications when used within Sweden. It cannot therefore be considered that there are such harmonised rules that a mutual recognition clause can be envisaged.

9. The Trust Framework aims to establish common requirements for issuers of e-identifications audited and approved by the Agency for Digital Government. The requirements are divided into different classes of protection – assurance levels – which correspond to different degrees of technical and operational security on the part of the issuer and different degrees of verification that the person to whom an electronic identification document is issued is indeed who he or she purports to be.

As stated in the Swedish Digital Government Agency's regulations on requirements for suppliers' applications for affiliation to authorisation systems for electronic identification and digital mail, providers of electronic identification services must be audited and approved by the Swedish Agency for Digital Government in accordance with the Swedish e-identification Trust Framework. The purpose of this requirement is to ensure that the electronic identification services included in authorisation systems for electronic identification meet a sufficiently high standard of security, etc.
