Draft decision by the National Gambling Authority on the technical conditions for displaying the warning message about the risks associated with excessive or pathological gambling to which companies offering digital games with monetisable digital items (jeux à objets numériques monétisables – ‘JONUMs’) are subject
6. Games with monetisable digital items, which benefit (on an experimental basis) from a regulatory framework distinct from that applicable to gambling and games of chance.

8. The Order of 4 February 2026 referred to in point 7. above stipulates that the warning message (‘Your gambling activity can be dangerous: loss of money, family conflicts, addiction, etc. Find our advice at joueurs-info-service.fr [0974 751313 – standard rate number]’) must be displayed:
1. on the home page of JONUMs;
2. following validation of the registration;
3. on the pages of the game interface that allow players to view, configure and manage information about their gambling activity.
The notified draft decision introduces the technical conditions for displaying the above-mentioned message:
- for the locations mentioned in 1. and 3.: the message shall be inserted inside a title block whose colour contrasts with that of the web page. The height of the title block shall be at least 10 % of the total height of the screen, and the width of the title block shall occupy the entire width of the screen. The title block must not scroll. The message shall remain fixed and permanently visible, without any distortion of its content. Inside the title block, the message shall be reproduced in capital letters in Roboto bold typeface in a colour that contrasts with that of the title block. The size of the typography shall be adapted according to the surface area of the title block. Each line shall use the maximum available space between the left-hand edge of the title block and its right-hand edge, as well as its top and bottom edges.
- for the location mentioned in 2.: the message shall be inserted inside a temporary title block in a colour that contrasts with that of the web page. The surface area of the title block shall be at least 30 % of the total surface area of the screen. The title block shall be inserted centred on the screen, both in height and width. It shall be displayed for a minimum of 5 seconds and the user shall not be able to close it. A countdown of the remaining display time shall be included in the title block. Inside the title block, the message shall be reproduced in capital letters in Roboto bold typeface in a colour that contrasts with that of the title block. The message shall be centred in the title block, both vertically and horizontally, and the surface area of the message shall be at least 40 % of the total surface area of the title block. The size of the typography shall be adapted according to the surface area occupied by the message. While the message is displayed, the web page shall not be interactive and must be covered with a dark filter that obscures at least 40 % of the screen.
In all cases: (i) the Government logo shall either be aligned to the right of the title block or centred below the title block, inside a white rectangle, and shall comply with the principles laid down in the State graphic charter; (ii) the entire title block shall be clickable by the user and shall link directly to the home page of the public gambling support service: www.joueurs-info-service.fr.
9. Articles 40 and 41 of Law No 2024 449 of 21 May 2024 on securing and regulating the digital space authorise on a trial basis, for a period of 3 years, the operation of online games enabling the acquisition, by means of a random mechanism, of monetisable digital items by major players who have consented to a financial sacrifice.
The Order of 4 February 2026 referred to in point 7. above defines the warning message intended to inform players of the risks associated with excessive or pathological gambling and the locations of this message on gambling interfaces.
The notified draft decision sets out the technical conditions for displaying this warning message.
It is part of the National Gambling Authority’s regulatory task with regard to player protection, and more specifically the prevention of excessive or pathological gambling.
