Amendment to the Ministerial Decree of 19 March 2004 establishing the list of the low-ammonia-emission farm animal housing systems implementing Article 1.1.2 and Article 5.9.2.1a of the Decree of the Flemish Government of 1 June 1995 laying down general and sectoral provisions on environmental protection

6. An ammonia emission reduction system based on frequent removal of manure and urine from the floor, reduction of the acidity of the urine via a special profiled rubber floor, and minimisation of the surface area from which emissions occur.

8. Flanders is making significant efforts to reduce ammonia emissions by the agricultural sector. Ammonia emission reduction measures play an important role in this. For this purpose, a list of ammonia emission reduction measures is included in the regulations, which also describe the way in which ammonia emission reduction measures can be included in the regulations.
This amending decision adds a new measure.

9. Low-ammonia-emission animal housing systems reduce the amount of ammonia that evaporates from a farm animal building.
These systems also often affect the odour and particulate matter emissions from farm animal buildings.
Flanders is making significant efforts to reduce ammonia emissions by the agricultural sector. Low-ammonia-emission animal housing systems that work correctly and achieve high removal efficiency are essential in this regard.

9a. The measure is suitable for contributing to the objectives of the Nitrogen Decree; through a thorough and substantiated opinion issued by a Scientific Committee on Air Emissions from Livestock Farming, established specifically for this purpose, the effectiveness of the submitted system description will be examined, and an assessment will be made as to the extent to which the proposed reduction percentage can be achieved as such in the farm animal building of the relevant animal categories. It should be noted, however, that farmers who are required to reduce emissions from their farms under the Nitrogen Decree have a choice of various measures and may therefore opt to implement measures on their farms other than those set out in the attached decision.

9b. The measure set out in the attached annex provides farmers with an option for implementation. The need to implement this measure or others is clearly demonstrated by the introduction of the Nitrogen Decree, which was established with a view to achieving the objectives of the Habitats Directive.

9c. See also above: the measure in question concerns an option for implementation. Farmers may also opt for other measures. This means, therefore, that there cannot be an excessive burden.
