8. This draft Royal Decree approves a new technical plan for digital terrestrial television and approves the measures to be implemented for the release of the second digital dividend (the 694 to 790 MHz frequency band).

In this new technical plan, digital terrestrial television services will be provided in the 470 to 694 MHz frequency band (radio channels 21 to 48). The 694 to 790 MHz (700 MHz) band must be released.

The draft Royal Decree includes a provision (fourth additional provision) establishing the mandatory characteristics of digital terrestrial television reception apparatus which are placed on the Spanish market six months after the entry into force of the Royal Decree.

To comply with Decision (EU) 2017/899 of the European Parliament and of the Council of 17 May 2017 on the use of the 470-790 MHz frequency band in the Union, Article 1 of which establishes that 'By 30 June 2020, Member States shall allow the use of the 694-790 MHz (‘700 MHz’) frequency band for terrestrial systems capable of providing wireless broadband electronic communications services only under harmonised technical conditions established by the Commission pursuant to Article 4 of Decision No 676/2002/EC’.

The publication of this Royal Decree is urgent given the magnitude of the tasks to be implemented after its publication in order to adhere to the date of 30 June 2020 established in Decision (EU) 2017/899 of the European Parliament and of the Council of 17 May 2017 on the use of the 470-790 MHz frequency band in the Union:
- Modification of digital terrestrial television transmission centres (approximately 2 700 transmission centres affected).
- Adaptation of television reception facilities in residential buildings with more than three dwellings (more than 800 000 facilities affected).
