8. Amongst other things, the notification of the draft Act on the service of documents by electronic means will concern provisions on:
- the creation of an address for the service of documents by electronic means for a public entity, non-public entity that is not a natural person, non-public entity that is a natural person;
- public and qualified service of documents by electronic means provided in line with the standard referred to in Article 26a of the Act of 5 September 2016 on trust services and electronic identification;
- public hybrid service.
Furthermore, rules have been laid down on the transforming of a designated electronic document dispatched by a public entity into letter post by an operator. At the same time, the Minister responsible for computerisation will ensure the functioning of a computerised system which will serve to maintain an electronic address database, make available search services in the electronic address database and store information concerning qualified trust service providers who supply the qualified service of documents by electronic means.

9. The draft Act aims to define the rules for the exchange of correspondence between public entities and other public or non-public entities. The default correspondence exchange method is to be defined as public service of documents by electronic means provided on the basis of the rules inspired by those laid down in the Regulation (EU) No 910/2014 of the European Parliament and of the Council (eIDAS). It will be complemented by a public hybrid service allowing public entities to also send correspondence in its default electronic form to digitally excluded persons. The draft Act also lays the foundations for the functioning of the market of the qualified service of documents by electronic means handled by qualified trusted service providers in line with the standard laid down by the Minister responsible for computerisation.
