8. The Order on the environmental declaration of products intended for use in construction works and on the environmental declaration of the products used in the calculation of the environmental performance of buildings specifies in particular:
— The content of environmental declarations and developments in its content;
— Methods for assessing and calculating environmental declarations;
— That notifiers must make available their environmental declaration;
— The possibility of filing a collective declaration on construction or decoration products or similar equipment and the conditions to be complied with;
— The possibility of filing a customisable declaration and the conditions to be complied with.

This Order replaces the current provisions of two Orders issued in 2013 and 2015. These provisions are specified in the new Order.

9. By signing the Paris Agreement in 2015, France made an important commitment to the fight against climate change. This ambition has been reaffirmed in the energy-climate law, which plans to achieve carbon neutrality in 2050; improving the energy and environmental performance of new buildings is an important lever for achieving this objective.

Buildings, because of their energy consumption but also the way in which we build them, represent a significant part of the greenhouse gas emissions in France.
Environmental regulations 2020 (RE2020) will accelerate the decarbonisation of this sector by acting on the construction phase which, for a new, efficient building, accounts for between 60 % and 90 % of its total carbon impact.

With the RE2020, the regulatory assessment of the environmental performance of new buildings requires the use of environmental declarations (issued by manufacturers) for carrying out life-cycle analyses, but also analyses of default environmental data and environmental data of services made available by the State. Default environmental data are data used in the absence of an environmental declaration of the construction or decoration product, or of the equipment chosen, to improve the completeness of life-cycle analyses.

Article 178 of the ELAN Act on the development of housing, planning and digital technology (codified in article L. 111-9-2 of the Building and Housing Code) provides that a decree in the State Council shall define:
(1) For construction products and equipment, how to calculate and formalise the information necessary for the environmental assessment of new buildings using a life-cycle approach;
(2) Obligations to make such information available to the public;
(3) Obligations of competence and the guarantee of independence and impartiality of the persons verifying this information.

The purpose of this Order is to translate part of the requirements of the decree in the State Council concerning the contents and methods of assessment and calculation of environmental declarations, as well as the methods of application. The requirements of this decree in the State Council will be incorporated into two Orders. A second Order introduces additional provisions.
