5. Draft Order of the Walloon Government on retrofitting

6. Conversion of vehicles using internal combustion engines into electric vehicles powered by batteries or hydrogen fuel cells (retrofitting).

8. The federal state and the federated entities agreed, several months ago, to provide a legal framework for the conversion of vehicles using internal combustion engines into electric vehicles powered by batteries or hydrogen fuel cells (retrofitting) in order to ensure road safety

For its part, the Federal State adopted the Royal Decree of 19 April 2023 amending the Royal Decree of 15 March 1968 laying down general regulations on the technical conditions to be met by motor vehicles and trailers, components and safety accessories thereof, and the Royal Decree of 10 October 1974 laying down general regulations on the technical conditions to be met by mopeds and motorcycles and trailers thereof. The purpose of this Royal Decree is to introduce the technical requirements for this conversion.

Mass production and the monitoring of compliance with technical requirements applicable to vehicles with a view to their entry into road traffic are regionalised powers following the 6th reform of the State. The Royal Decree referred to above should therefore be supplemented by an Order of the Walloon Government on these aspects.

Secondly, the draft Order makes two minor corrections:

- 30 years instead of 25 years for vehicles with an ‘O’ registration, with the aim of harmonising this text with the period applicable in the field of taxation, registration and roadworthiness tests harmonised at European level (European Directive 2014/45/EU);
- Reference to the service responsible for the evaluation of technical services

9. These technical requirements have been studied in order to guarantee road safety.
In addition, one of the objectives pursued is to contribute to the greening of the fleet and to the objectives of reducing greenhouse gas emissions.
