8. The Seismic Design Code - Part I - Design provisions for buildings, reference number P 100-1/2025, shall apply to the seismic design of buildings. The seismic design Code P 100-1 contains provisions on the design of buildings, specific to the quality requirement ‘mechanical resistance and stability’ established by Law No 10/1995 on quality in construction, republished, as subsequently amended and supplemented, namely basic requirements, performance requirements and prescriptive requirements for the design of buildings for seismic actions, structured in chapters and annexes of a normative or informative nature. The provisions of the technical regulation shall apply to the design of new buildings and to the design of intervention works on existing buildings carried out to reduce the susceptibility of damage to seismic actions. The provisions of Code P 100-1 are harmonized with the provisions of the Romanian standard SR EN 1998-1 and are used together with the other technical regulations in construction. The structure of Code P 100-1 is as follows: 1. General, 2. Basic requirements, 3. Design seismic action, 4. Seismic design, 5. Concrete structures, 6. Steel structures, 7. Composite structures, 8. Masonry structures, 9. Wooden structures, 10. Non-structural components, 11. Seismic devices, Annex A - Seismic action. Definitions and additional provisions, Annex B - Remarks. Chapters 1 to 11 and Annex A are normative, while Annex B is informative.
9. The revision of the Seismic Design Code P100-1/2013, the edition in force of the Code, aims to increase the level of safety of buildings by reducing their susceptibility to seismic action. The revision was necessary as the practice of constructing seismic-resistant structures has changed, particularly for medium- and high-rise multi-storey buildings, since the previous revision. Moreover, the evolution of structural analysis and detailing software solutions makes it necessary to standardize the modelling procedures and the interpretation of results when using methods of superior complexity. This standardisation is not exhaustively dealt with in the current edition of the Code. The review of the technical regulation will take into account the following:
- redefine the basic requirements for the seismic design of buildings,
- redefine the design seismic action throughout the national territory, in accordance with current international practice, with a reduction in the probability of exceeding the design seismic acceleration in 50 years from 20% to 10% (the average recurrence interval of the design seismic acceleration increases from 225 years to 475 years),
- review certain provisions based on the innovations made worldwide in the last 10 years in seismic engineering, as reflected by the evolution of the normative design documents,
- introduce limitations on solutions designed in accordance with observations on damage to or collapse of buildings following strong earthquakes that have affected countries with advanced seismic engineering over the past 15 years (New Zealand, Chile, Italy, Turkey), It is envisaged to encourage the use of regular buildings in plan and elevation, considering that structural irregularities were the main cause of the severe damage or collapse of buildings during these earthquakes,
- clarify the provisions on seismic inspection of buildings at the serviceability limit state, in order to control their degradation during relatively frequent earthquakes,
- clarify the seismic design requirements for non-structural components for which there is no extensive regulatory basis for design. Strengthen the provisions aimed at limiting the degradation of non-structural masonry walls in concrete or steel structures,
- refine the normative provisions that affect the balance between the initial investment for the construction of the building structure and the expected costs for post-earthquake repair, aiming at reducing the repair costs,
- regulate the manner in which innovative solutions can be used in seismic design based on specific technical approvals containing provisions on the suitability for use of products under seismic stress conditions,
- clear and systematic dissociation between normative and informative provisions to improve the uniformity of seismic design practice for buildings. Reduce the number of provisions containing recommendations or rules of good practice,
- review the wording of the provisions to discourage unfair practices in design or technical verification to the detriment of the safety of buildings against seismic actions;
- increase the proportion of normative provisions whose fulfilment is easily verifiable by an independent specialist, based on simple geometric criteria.
The provisions of this technical regulation reflect the level of knowledge at the time of its elaboration concerning the actions, principles and rules of calculation and composition of constructions, as well as the performance and requirements for construction and construction products that were used. As theoretical research and experimental programs obtain additional data and information on the behaviour of buildings during earthquakes and the calculation assumptions used, these will form the basis for substantiating technical amendments to this Code, in accordance with the law and the procedure for revising technical regulations.
