5. Order amending the Order of 3 May 2007 on the thermal characteristics and energy performance of existing buildings

8. The Order of 3 May 2007 on the thermal characteristics and energy performance of existing buildings addresses the minimum performance that must be achieved by elements (insulation materials, windows, boilers, etc.) when they are fitted, installed or replaced.
The new energy performance requirements have been set at the best performance level required by neighbouring countries whose climate is similar to or harsher than our own, and then adjusted according to the climatic zone.
Concerning systems, the requirements governed by the above-mentioned European regulations, which enter into force on 1 January 2017, have been deleted from the text as they are directly applicable on French soil. On the other hand, in the case of certain systems for which these regulations come into effect on a date later than 2017, the text proposes progressive anticipation of the application date provided for in what is known as the Ecodesign Regulation.
Moreover, new requirements have been added concerning installation management, to ensure better building management, and concerning overall improvements to systems.
9. The purpose of updating this order is to significantly increase the performance thresholds, which has been made possible thanks to the progress made by manufacturers of materials and equipment since 2007. It also serves to take into account the European directive and regulations on the ecodesign of energy-related products, known as Ecodesign.
