The draft technical regulation contains provisions prohibiting the keeping and/or breeding of animals for the purpose of fur production or sale, as well as the sale or other transfer of animals for the purpose of fur production. The technical draft foresees that these prohibitions shall take effect from 1 January 2027. In addition, it also provides for the award, calculation and payment, as from 1 April 2024, of one-off compensation per fur animal for the cessation of the commercial activities to operators who have commenced commercial activities for the purpose of obtaining or selling fur before 1 January 2022 and who have ceased it before 31 December 2026: compensation in the amount of EUR 3, if that commercial activity ceases before 1 January 2025, compensation of EUR 2, if that commercial activity ceases before 1 January 2026, and compensation of EUR 1, if that commercial activity ceases by 31 December 2026. The technical regulation also provides that, from 1 April 2024 to 31 December 2026, those operators shall be granted one-off compensation for the demolition of the buildings owned and suitable only for the purpose of carrying out that commercial activity and for the management and removal of construction waste and/or for the destruction of facilities intended solely for the undertaking of that commercial activity, and for the management and removal of waste. In addition, the technical regulation also provides for the award and payment of a severance pay from the State budget to any worker dismissed as a result of the cessation of that commercial activity. It should be noted that the technical regulation specifies that, as of 1 January 2024, support from national and/or European Union funds for commercial activities shall not be provided in any form, and that compensation to economic operators shall be paid only after the full repayment of the preferential loans received under the relevant incentive schemes.
9. The main reason for the technical draft is to ensure animal welfare and to prevent the killing of fur animals for fur. For example, on farms, Canadian mink is kept in wire cages with one or two animals per cage. This prevents these animals from engaging in natural behaviour, such as hunting or swimming. These animals can be aggressive towards each other, leading to cannibalism when multiple animals are kept in one cage. Chinchillas naturally live in caves, tend to jump (up to 1 m high and 2 m long jumps), and climb trees and rocks. On farms these animals are kept in cages, so they are also unable to engage in natural behaviour. Another important aspect is that Canadian mink can contract SARS-CoV-2 from humans and infect humans with it. In addition, there are recorded cases in the public space showing that in some farms fur animals are treated inhumanely. About 1.1 million fur animals are kept in Lithuania each year.
