As recharging facilities are relatively new standards and regulations need to be aligned and coordinated.
In the regulation demands on how facilities should be constructed are set fort. Citations to proper standards to be referred to are set forth as well. Also the proper competent person for confirmation is identified.

9. This regulation is laid down pursuant to Article 60, paragraph 1, of the Construction Act No 160/2010

As recharging facilities are relatively new standards and regulations need to be aligned and coordinated.
The grounds for this regulation is therefore safety, quality and coordination.
