This draft emergency ordinance aims to amend Article 37 of Law No 160/1998 on the organization and practice of the veterinary profession, republished, with subsequent amendments and additions, by adopting measures aimed at limiting the risk to public and animal health caused by the use of products containing insecticides purchased from veterinary pharmacies and to ensure the independence and impartiality of the veterinary medical act in relation to animal holdings and veterinary pharmaceutical units
9. - the numerous serious accidents in humans and animals caused by poisoning resulting from the application of treatments with emulsifiable concentrated external veterinary antiparasitic medicinal products, purchased illegally, without a veterinary prescription and used without complying with the indications in the package leaflet;
- public health problems faced by paediatric hospitals in the country regarding serious poisoning in children with organophosphorus and carbamate insecticides;
- the illegal use of these products in humans for the treatment of sarcoptic mange and lice infestations, with very serious consequences on human health;
- the need to limit the access of animal keepers to these products, in order to avoid any accidents due to overdosing or incorrect handling of these products;
- the obligation to strictly comply with the manner of use provided for in the package leaflet of veterinary medicinal products;
- whereas serious cases of poisoning followed by the death of children and a number of animals have been caused by the use of products containing insecticides purchased in veterinary pharmacies, in order to limit the risk to animal health and, in particular, to public health, it is necessary to prohibit the retail sale of these categories of products;
- the need to adopt urgent measures to prevent the occurrence of such accidents in humans and animals with negative health consequences;
- the need to avoid the purchase by owners of food-producing animals intended for human consumption of hormonal veterinary medicinal products intended for pet animals but used illegally in food-producing animals without being prescribed/administered by a veterinarian, thus endangering public health;
- ensuring the independence and impartiality of the veterinary medical act in relation to animal holdings and veterinary pharmaceutical establishments;
- the need to take appropriate measures to reduce antimicrobial resistance in animals through the correct, judicious, and prudent use of antimicrobial veterinary medicinal products.

We call for urgency because failure to swiftly adopt the proposed provisions, the lack of concrete and rapid measures, could expose vulnerable populations and animals to particularly serious accidents with an impact on public and animal health, as well as to economic losses in the livestock sector.
