7. - Mutual recognition clause: In Chapter 2, § 1 and Chapter 3, § 2 of the draft, the Swedish Gambling Authority refers to provisions regarding the accreditation body – the Swedish Board for Accreditation and Conformity Assessment (Swedac) – and its counterparts in other countries, or parties with which Swedac has entered into an agreement. Inspections, testing and certification shall be carried out by one or more bodies that are to be accredited by Swedac.

8. The proposed regulations and general advice concern technical requirements for licence holders when organising games on token machines. The parts of the concessions not governed by the Gambling Act or ordinances shall, together with the Swedish Gambling Authority's conditions, be converted into regulations. The regulatory framework will be clear and standardised and the proposed regulations and general advice will become a building block together with other regulations dealt with by the authority.

The proposed regulations include detailed descriptions of the functional requirements that shall apply to obtain a licence to organise games of chance on token machines.

9. The aim is to adapt Swedish gambling regulations to the major changes that have occurred on the gambling market due to advances in digital technology and at the same time meet the obligations under EU law. The purpose of the proposed gambling regulation is, inter alia, to establish a sound and secure gambling market in which social protection interests and the demand for gambling are provided for in a controlled manner.
