5. RESOLUTION APPROVING THE DATA MODEL OF THE INFORMATION MONITORING SYSTEM AND AMENDING THE ANNEXES ON TECHNICAL SPECIFICATIONS AND ON IDENTIFICATION AND SUBJECTIVE PROHIBITIONS ON PARTICIPATION IN GAMBLING ACTIVITIES.

8. The resolution essentially has a threefold objective:
a) Approving the Data Model of the information monitoring system for gambling-operation repositories. This model was first established in 2011 and thus, taking into account the experience gained along with the regulation of new modes of gambling, such as slot machines and cross betting, updating this has become necessary.
b) Amending Annex I to the Resolution of 6 October 2014 of the Directorate-General for Gambling Regulation, which approves the provision developing the technical specifications of gambling, traceability and security that must be complied with by the technical systems of non-reserved gambling subject to licences granted under Law 13/2011, of 27 May 2011, on the regulation of gambling, since it has become necessary to adapt it to subsequent regulatory amendments.
c) Amending Annex I of the Resolution of 12 July 2012 of the Directorate-General for Gambling Regulation, approving the provision developing Articles 26 and 27 of Royal Decree 1613/2011 of 14 November 2011 in relation to the identification of participants in gambling and the control of subjective prohibitions on participation, reducing to 4 years the obligation of the operator to register and retain the data of the identity verification system in accordance with current regulations.

Law 13/2011, of 27 May 2011, regulating gambling, stated the reasons for the need to adopt regulatory mechanisms that would provide legal certainty to both operators and participants of the different games, not to mention the essential protection of minors, those persons who had voluntarily requested non-participation, as well as the protection of public order and the prevention the phenomena of money laundering and terrorist financing.
In order to comply with these objectives, Law 13/2011 of 27 May 2011 established as one of the duties of the Directorate-General for Gambling Regulation (DGOJ) that of establishing the necessary technical and functional requirements for the games, the standards of technological operations and quality certifications, and the processes, procedures, disaster recovery plans, business continuity plans and information security, in accordance with the forecasts contained in the corresponding regulations and the criteria established by the Gambling Policy Council.
Royal Decree 1613/2011 of 14 November 2011 implementing Law 13/2011, of 27 May 2011, as regards the technical requirements and systems of gaming activities, in accordance with the provisions of that law, empowered the DGOJ to issue those provisions that were necessary for the development and implementation of the Royal Decree, so that the adoption of the three Resolutions whose annexes are now amended correspond to that authorisation.
