The text of the Provincial Decree contains the provisions common to all the forms games of chance that are practised in Navarre, it orders it regulation and planning, it regulates aspects related to the persons participating in games of chance, the requirements that must be met by companies related to gambling, the advertising, sponsorship and promotion of gambling, the equipment for the practice of gambling, and the aspects for monitoring and inspecting gambling, in addition to the sanctions regime.
This includes sector-specific regulation for each sector related to gambling, betting, bingo, tickets, lotteries, gambling machines, raffles, tombolas, and combinations of chance. The Decree includes regulations according to the distribution channel of gambling, land-based gambling and remote gambling. The Annex sets out the forms of gambling and betting, the essential rules thereof, the technical specifications and, where appropriate, the restrictions and limitations imposed on their organisation and practice in accordance with the specific regulations.
9. The regulation is necessary for the development of Regional Law 16/2006 of 14 December 2006 on Gambling. The existing regulation at present is unfocussed and provides for unequal formulations for aspects common to various gambling sectors, which makes a regulatory unification necessary. In addition, there are still rules that need to be adapted to the principles of simplification, procedural economy, effectiveness and administrative efficiency. This Provincial Decree seeks to correct these shortcomings and dysfunctions by integrating the specific regulations of the different forms of gambling into a single text, in addition to regulating other aspects provided for in the Regional Law on Gambling referred to in the previous section.
