5. 3 August 2015 Amendment of Regulation No 101 of the Minister for Economic Affairs and Infrastructure, ‘Quality requirements for road construction’

6. The proposal concerns the road construction sector, more specifically the requirements for the quality of construction of a road for public use. This draft concerns more specifically the production of asphalt mixtures and the use of test materials (lignine, glass, plastic) in its production.

The draft has been prepared to amend Regulation No 101 of the Minister for Economic Affairs and Infrastructure of 3 August 2015 “Quality requirements for road construction” in order to eliminate the specific engineering provisions contained in the Regulation, which are laid down in the relevant standards, and to align the Regulation with technology and methods and techniques used in the field of road construction and developments in road construction in order to enable greater environmental and energy savings in the road construction sector. The Regulation excludes some of the topics organised by other normative documents, in particular by standards.
The implementation of the Regulation will have a positive impact on the living and natural environment, as the changes make it possible to use modern and greener road construction materials and to apply low-carbon technologies. Changes will, where possible, discourage the removal and replacement of materials, as this has a higher environmental burden than the improvement of materials on the site. Allowing the use of wider options (e.g. road coating) can extend the lifespan of the road. The use of warm asphalt mixtures in addition to hot asphalt mixtures will be allowed. The production technology for warm asphalt blends is less energy intensive and is therefore less carbon-intensive. In addition, the production of warm asphalt blends uses more environmentally friendly raw materials.
The draft text consists of 53 points.

9. The draft was based on the principle that the regulation as a legal act must contain the most important requirements, encouraging as much as possible application of the best practical methods and techniques, as well as innovation.
One of the most important changes is that the draft has abandoned the details of the instructions, limiting itself to the essential basic requirements that ensure the safety and quality of the road constructed.
The changes will make it possible to use modern and greener road building materials and to apply low-carbon technologies.
