5. Order on detailed regulations on the fitting-out, equipping and use of vehicles
6. Cars (M1, M2, M3), lorries (N1, N2, N3), motorcycles (2 and 3 wheels), mopeds, tractors, working machinery, trailers (O1, O2, O3, O4) and tractor trailers, etc.

8. The Order contains rules on the fitting-out and equipping of vehicles when vehicles have obtained or are to obtain a national individual approval. Thus, unmodified EU type-approved vehicles are not subject to this. In addition, the Order contains similar rules for converted vehicles that are to be approved, regardless of whether or not they were originally EU type-approved vehicles.
The Order also contains provisions on the use of vehicles where subject to the Road Traffic Act.
Annex 1 contains the basic technical requirements for new vehicles as well as requirements on converted vehicles where the conversion concerned is not described in Annex 2.
Annex 2 contains the technical requirements on converted vehicles irrespective of the type of approval. This means that EU type-approved vehicles that are converted are also subject to the requirements in Annex 2.
Annex 3 contains an overview of the Regulations, Directives and UN Regulations referred to in Annexes 1 and 2.
6. Affected products and/or services
Cars (M1, M2, M3), lorries (N1, N2, N3), motorcycles (2 and 3 wheels), mopeds, tractors, working machinery, trailers (O1, O2, O3, O4) and tractor trailers, etc.
The vehicle types concerned correspond to those mentioned in Regulations 2018/858/EU, 167/2013/EU and 168/2013/EU.
9. The additions in relation to the existing Order appear with amendment markings.
A few changes and adjustments have been made to Annex 1 to the Order concerning the technical requirements for work lamps, the tread depth of tyres for heavy duty vehicles and windscreens of police and emergency vehicles.
The requirement for work lamps to be functionally marked as reversing lamps or manoeuvring lamps is now supplemented by the fact that the lights may also be without functional marking. At the same time, a requirement is introduced that there may be no more than two work lights on each vehicle without functional marking. The requirement for work lights to be switched off at a certain speed is increased from 15 km/h to 30 km/h.
The requirement for the minimum tread depth is increased from 1.0 mm to 1.6 mm on heavy vehicles.
Vehicles belonging to the police and state emergency services can now be approved with glazing marked according to German standard DIN-53305.
In addition, minor linguistic and technical legal clarifications have been made.
