5. Draft royal decree adopting the Technical regulation on the safety of gaseous fuel infrastructure and installations and its supplementary technical instructions.
6. The draft sets out provisions regarding infrastructure and installations for the distribution, transport and use of gaseous fuels and gas appliances, and also amends the national regulations governing various types of installations.

The purpose of the Technical regulation on the safety of gaseous fuel installations and infrastructure is to establish the technical requirements and guarantees that must be met by installations and infrastructure for the distribution, transport and use of gaseous fuels, and gas appliances, with the aim of protecting the safety of persons, the environment and property.
In addition, this draft royal decree updates various national industrial safety regulations.
The royal decree consists of a preamble, a single article approving the Regulation, two additional provisions, six transitional provisions, one repealing provision and seven final provisions. The regulatory structure of the Regulation consists of 30 articles containing general provisions and 13 supplementary technical instructions establishing the specific technical requirements.
9. The aim of this royal decree is to update the technical regulations so that they are better suited to the current needs, possibilities and technical solutions for gaseous fuel installations, taking into account technological developments and the experience gained through the implementation of the current regulations.
A general revision of the regulation also needs to be conducted in order to clarify certain precepts of its content and thereby resolve problems in its application.
Moreover, the royal decree also covers other types of installations whose regulations have not kept pace with the times, such as storage, transfer and filling plants for liquefied petroleum gases and piped gaseous fuel installations with a maximum design pressure exceeding 16 bar. The aim is thus to avoid a patchwork of regulations and ensure that the safety of gaseous fuel distribution and transport installations is governed by a single safety regulation.

9a. The level of the measures introduced is in line with the safety of the activities that they regulate. This royal decree contributes to improving the safety of industrial installations within its scope; it is the instrument that achieves this with the least possible disruption, as the Royal Decree approving the Regulation currently in force needs to be amended.
9b. The regulation is necessary in order to maintain the safety of industrial installations. The aim of this royal decree is to ensure the safety of existing and newly developed installations, to address the shortcomings identified in the current regulations, and to facilitate coordination between the various public authorities and stakeholders in the sector, thereby resolving the inefficiencies identified during the period in which the current regulations have been in force. The intention has been that the regulation should facilitate action and decision-making by individuals and companies and improve clarity by establishing a basic and homogeneous framework throughout the territory.
9c. The new measures regulate critical aspects of the safety of persons, property and the environment. The draft royal decree contains the regulation necessary to achieve its objective and does not impose any burdens or procedures that are not necessary to fulfil its purpose. Although some specific amendments have been made that might entail additional administrative burdens, these represent the minimum changes necessary to ensure that certain installations that it has been deemed necessary to include, due to their characteristics and associated risks, are safe and that their condition is known by the Administration.
